First impressions of Roses, which is set beside a natural harbour on the northern stretch of the Costa Brava, are of terrace after terrace of apartment blocks, filling every available space on the hillside with whitewashed concrete. But, as long as you're happy to hire a car, plan day-trips and use Roses as a cheerful and relatively cheap base from which to explore the surrounding region, there's plenty to recommend a stay here. The coastline immediately north of Roses is a classic Costa Brava mix of high rocky headlands and intimate coves, known as calas, which are uncrowded even in high season. Take the road to Montjoi over the hill behind the town and a 20-minute drive will bring you to a series of attractive calas. If you continue to Montjoi itself you'll find a larger beach of sand and pebble with a café, a decent terrace restaurant and a diving centre; the clear, clean water is good for scuba diving and snorkelling, although it can be a bit on the chilly side.
